As a result, they require special safety measures and controls to prevent and contain potential fires. Mercantile buildings, in particular, are spaces designed to house stores, shops, or sales areas where goods and merchandise are sold or displayed. They often have a combination of retail and storage spaces, making them susceptible to fire hazards from both human activities and storage of combustible materials.
Group G industrial buildings refer to any structure where flammable or explosive materials are produced, processed, or handled. Applying for approval using the BPAMS (Building Plan Approval Management System) platform.
The License Technical Person uses their BPAMS login to apply for fire advisory. The State Fire Officer reviews the application and Site Plan, and sends it to the Fire Station Officer for inspection. The Fire Station Officer inspects the site and informs the applicant, as well as the JE/ AE. The State Fire Officer receives the inspection report and photographs, verifying them with the Site Plan to create and issue the Fire Safety Advisory/ Objection Report. The SFO submits this report on the online portal, which the LTP can access to view and download from their dashboard.
Online Application Procedure
The government of Jharkhand’s Fire Service Department offers a Single Window System (SWS) for applying for pre-construction Advisory for Fire Safety. In order to apply, the investor or License Technical Person needs to be a registered user of the SWS.
Step 1: Visit the official website- Access the Approvals section of the Jharkhand Single Window System by selecting the link located in the top navigation menu.
Step 2: To find the Fire Service Department, navigate to the “Approvals” section and select the corresponding button.
Step 4: When you visit the login page, you have two options. If you have already signed up, then you need to type in your login details as well as captcha to access the portal. If you haven’t registered yet, you should select the “New Registration” option.
For New Registration
- Choose your user classification – either Investor or licensed Technical Person.
- Provide your name, email address and mobile phone number, then click on the submit button.
- The process of verification will involve sending a one-time password to the mobile number and email that have been provided.
- Provide the OTP and select the submit option.
Step 5: To submit a new application, press the button labeled ‘Apply CAF’ or choose the option ‘Click here’ to insert the service into an already existing Common Application Form (CAF).
Note: Generate a solitary CAF identification and opt for one service to request once for a single entity. It is possible to select numerous services and apply them in a single CAF.
Step 6: On the page called ‘Manual service selection’, input the appropriate information and choose the ‘Advisory for Fire Safety’ service. Then, press the ‘Submit’ button.
Step 7: The form for Fire Safety Advisory is presented. Input the necessary information, attach the documents and map in pdf form, then press Submit.
Step 8: The State Fire Office receives the request and then sends it to the Fire Station Officer who is responsible for the situation.
If there is any disagreement, the applicant’s application will be returned to them. The applicant then needs to respond with clarification before the SFO can send the request to the appropriate Fire Station Officer.
Step 9: Before conducting an inspection, the Fire Station Office will notify the applicant of the date and contact information through SMS and email.
Step 10: Five photographs will be included with the inspection report when it is presented to the State Fire Officer.
Step 11: To acquire a Jharkhand fire license, the advisory report can be accessed and downloaded by the user from their dashboard.
Check Status
To verify the progress of the pre-construction Advisory for Fire Safety, access the “My Account” section after logging in and select the applicable CAF link. If there were errors in the submitted application or incorrect documents were uploaded, a warning symbol will be displayed. Otherwise, the status will appear as green. To view or download the certificate, click on the “View” link.
The NOC (No Objection Certificate) is required for Fire Services before occupying a property.
During the building construction phase, Urban Local Bodies (ULB) receive a service to provide Fire NOC for Jharkhand fire license. In order for the NOC to be issued, the concerned ULBs/JIADA forward the application along with the building plan.

Online Application Procedure
The process for applying for a Fire NOC (pre-occupancy) online is identical to that of applying for a Fire Safety Advisory, with the exception that one must select the service titled “Fire NOC (pre-occupancy).”
Renewal of Fire NOC
This service provides the opportunity to renew a Fire NOC that has previously been issued. The system will send an SMS message and email to the applicant as a reminder one month, 15 days, or one day before the expiration date of the NOC.
