The Department of Home Jail and Disaster Management oversees fire prevention and safety services provided by Jharkhand Fire Services. They ensure that proper safety and prevention devices are installed in all four-storey buildings or high-rises over 15 meters, complying with the National Building Code (NBC). Group E buildings are subject to specific building requirements and fire safety codes to ensure the safety of those who work in or visit the buildings.
Group F refers to buildings intended for commercial and industrial use, such as offices, workshops, or factories. These buildings usually have high fire risks due to the materials and processes used inside, such as flammable gases, chemicals, or machinery. As a result, they require special safety measures and controls to prevent and contain potential fires. Mercantile buildings, in particular, are spaces designed to house stores, shops, or sales areas where goods and merchandise are sold or displayed. They often have a combination of retail and storage spaces, making them susceptible to fire hazards from both human activities and storage of combustible materials.
Group G industrial buildings refer to any structure where flammable or explosive materials are produced, processed, or handled. These buildings require special safety features such as ventilated rooms, fire suppression systems, and explosion-proof equipment. Examples of Group G industrial buildings include refineries, chemical plants, and fireworks factories. Safety regulations for these structures are rigorously enforced to prevent accidents and ensure the safety of employees and surrounding communities.

Documents Required for Fire License or NOC:

The list of papers needed for Fire Safety Advisory (before construction) is presented below.

  • A digital version of a map including the Key plan, Site plan, Floor plan, and Elevation plan can be accessed through BPAMS or certified by an architect or structural engineer.

 Note: The file containing the layout of the site must be uploaded as a pdf and should not be bigger than 10MB. The map can be created using either BPAMS or by an architect/structural engineer.

  • Any document that is pertinent and authorized by the fire department.

The Advisory for Fire Safety (pre-construction) certificate is valid for 30 days from the date of issuance.

The process of applying to become a State Fire Officer involves several steps that applicants must complete. Applying for approval using the BPAMS (Building Plan Approval Management System) platform.

The License Technical Person uses their BPAMS login to apply for fire advisory. The State Fire Officer reviews the application and Site Plan, and sends it to the Fire Station Officer for inspection. The Fire Station Officer inspects the site and informs the applicant, as well as the JE/ AE. The State Fire Officer receives the inspection report and photographs, verifying them with the Site Plan to create and issue the Fire Safety Advisory/ Objection Report. The SFO submits this report on the online portal, which the LTP can access to view and download from their dashboard.

Online Application Procedure

The government of Jharkhand’s Fire Service Department offers a Single Window System (SWS) for applying for pre-construction Advisory for Fire Safety. In order to apply, the investor or License Technical Person needs to be a registered user of the SWS.

 Step 8: The State Fire Office receives the request and then sends it to the Fire Station Officer who is responsible for the situation.

This service provides the opportunity to renew a Fire NOC that has previously been issued. The system will send an SMS message and email to the applicant as a reminder one month, 15 days, or one day before the expiration date of the NOC.
